Service Compliance & Advisory Boundaries
- Operational Scope: COMS functions exclusively as a non-manual Employer’s Agent and professional administrator. Our contributions remain strictly advisory, providing administrative governance through rigorous visual monitoring.
Survey Limitations: Site inspections are limited to visual, non-destructive evaluations of accessible areas. COMS accepts no accountability for latent structural issues unless our scope includes specific, continuous oversight of those critical installation phases.
Statutory Roles: The designated Principal Contractor maintains primary responsibility for site safety and operational execution per CDM 2015. COMS specifically does not fulfill the statutory role of Principal Designer under the Building Safety Act framework.
Excluded Elements: Our consultancy remit does not include the verification or auditing of sophisticated cladding, external wall insulation systems, or the detection of hazardous materials including asbestos or chemicals.
Financial Provisions: COMS does not provide structural insurance warranties, solvency guarantees for third parties, or definitive cost projections. Professional liability for any instruction is strictly limited to the total fees received, subject to policy caps.
